The mandatory enforcement of ENS declarations for imports into Great Britain, initially set for October 31, 2024, has been postponed to January 31, 2025. From this date onward, all goods entering Great Britain from Europe will require an ENS submission via the Safety and Security GB (S&S GB) system. This requirement is part of the UK’s ongoing efforts to enhance border safety and streamline customs processes post-Brexit .

What is ENS?

 The Entry Summary Declaration (ENS) is a key component of customs safety measures. Air and Sea Freight: Responsibility lies with the carrier (e.g., the airline or shipping line issuing the transport document).

Roll-on Roll-off (RoRo): For accompanied goods, the haulage company must file the declaration. For unaccompanied goods, the ferry operator is responsible.

Rail Transport: The rail freight operator is responsible for ENS submissions when goods arrive through the Channel Tunnel .

Northern Ireland Considerations

The rules differ for goods entering Northern Ireland due to its unique status under the Northern Ireland Protocol. An ENS declaration is not required for goods coming directly from the EU to Northern Ireland. However, shipments from non-EU countries, including Great Britain, must comply with ENS requirements .
